Instructions.
      1)	The date of the evacuation by civil and military authorities of those territories which are the subject of transfer will be Thursday, March 31th. Evacuation should be completed by noon.
      2)	The evacuating military forces will take away with them their military property. The police forces will take with them their arms and amunition.
      3)	All authorities will take with them their books and documents. All other Government property will be formally handed over by a representative of the evacuating authorities to a representative of the incoming authorities together with a inventory of the same. On the basis of this inventory,
